I don't think it could be that. I defiantly did not power the board from via non-usb sources. I'm likely a bit paranoid because I don't really understand the st-link but I un-plugged it as soon as I was done flashing the bootloader. And it really went from never working to work just find when I updated the OS. So I think they were different errors. (And the window instance was a different laptop that I know I never used the st-link on)
